As a nation, we take pride in the strength, stability and effectiveness of our democracy.

The institution of the Cabinet is a core feature of Australia’s democratic system.

Cabinet government is underpinned by the principles of collective decision making and collective responsibility.

These principles reflect an enduring idea that has informed the practice of government across cultures and societies overtime: that when we work together and take decisions collectively, we produce better and more durable outcomes.

Much like our democracy, the Cabinet is not a static institution.

This 16th Cabinet Handbook continues the core conventions and principles that underpin Cabinet government, while evolving Cabinet processes to ensure they best support Ministers to respond to the challenges of the modern world and continue to make decisions in our national interest.

In a time of global uncertainty, it is the responsibility of government to prove that our democracy is capable of dealing with the urgent demands of the moment, in a way that builds and delivers for the future.

The Cabinet is committed to working in the interests of all Australians and delivering the best outcomes for our nation. The principles and processes set out in this Handbook will support the Government in that endeavour.
