The Prime Minister provides authority to bring an item forward through one of the following mechanisms:

• Previous decision of the Cabinet or a committee, recorded in a Cabinet minute, requiring a minister to bring an item back to Cabinet or a committee, referred to as a ‘comeback’
• The Prime Minister’s approval to include an item on the Cabinet forward work program for the following 12 months, with the Prime Minister’s approval, following the triannual call for proposals
• The Prime Minister’s approval of a late notice request from a minister to add an item to the Cabinet forward work program or a Cabinet agenda
• Direct tasking from the Prime Minister, or Cabinet Secretary acting on the Prime Minister’s authority
• The Prime Minister, or Cabinet Secretary acting on the Prime Minister’s authority, otherwise agreeing to list a matter on an agenda. 

• Departments of the Treasury and Finance provide advice and agreement to any cost or revenue impacts
• National Indigenous Australians Agency to confirm First Nations impact requirements
• Office for Women to advise on gender impact requirements
• Office of Impact Analysis, if advice and assistance is required about Australian Government Impact Analysis Framework requirements
• Australian Government Solicitor to confirm legislative impacts.

• Considers and incorporates comments
• Ministerial approval for Coordination Final version.

• Cabinet Division complete a compliance check
• Department prepares ministerial briefing.

• Cabinet Division seeks sponsoring minister(s’) agreement to release Final.
• Cabinet Division circulates Final to ministers:
  • The Final includes coordination comments received from departments.
