Chief Operating Officers Committee communique: 26 July 2023

The COO Committee (the Committee) met today at the Department of the Prime Minister and Cabinet to discuss the following matters:

Handling social media disinformation

The Australian Electoral Commissioner provided a briefing on the AEC’s approach to handling social media disinformation.

AGSVA Vetting Process

The Committee noted an update from the Department of Defence.

APS Integrity Taskforce update

The Committee discussed progress of the APS Integrity Taskforce ahead of its report to Secretaries Board expected in September.

Learn eXcel Perform (LXP) Pilot 2023 - Evaluation

Defence, in partnership with IP Australia, have completed a pilot of the ‘Learn eXcel Perform (LXP)’ platform that will inform future education and training pathways. The LXP platform provides autonomous learning, the ability to identify skills across the organisation(s) and the ability to rapidly deploy learning anywhere at any time. The Committee agreed to establish a Commonwealth Agency Working Group that will consider use of the LXP platform as a Whole of Government solution to APS learning and development.

APS Workplace Relations (Bargaining Policy)

The Committee noted the update from the Australian Public Service Commission.

APS Reform

The Committee was provided an update on the status of the Public Service Amendment Bill 2023 and discussed the next phase of APS Reform, including potential priorities for further work.

Australian Government Consulting (in-house consulting)

The Committee received an update on the establishment of the new in-house consulting function, known as Australian Government Consulting (AGC) within the Department of the Prime Minister and Cabinet.

Mandatory Minimum Indigenous Participation Requirement Compliance Reporting

The Committee received an update on compliance reporting for the Mandatory Minimum Indigenous Participation Requirement.
