Rapid review of prevention approaches: Australian Government, state and territory collective response – 28 November 2025

Governments are committed to systemically addressing the drivers of gender-based violence and making significant and meaningful inroads to ending violence against women and children in Australia.

Update as at 28 November 2025

On 23 August 2024, the Australian Government received the expert panel’s final report, Unlocking the Prevention Potential: accelerating action to end domestic, family and sexual violence. The report was shared with state and territory governments.

Shortly after, on 6 September 2024, National Cabinet met to agree practical next steps to accelerate action to end gender-based violence. First ministers agreed that ending the national crisis of gender-based violence, including violence against children and young people, will remain an ongoing priority for National Cabinet.

National Cabinet agreed:

  • on a $4.7 billion package to prevent violence and support legal services. This package responded to several key Rapid Review recommendations
  • to respond progressively to the 21 recommendations of the Rapid Review, including through the National Plan and its action plans.

The Women and Women’s Safety Ministerial Council (the Council) is overseeing this progressive response. The Council will provide a formal, comprehensive report of efforts by Australian and state and territory governments to National Cabinet by the end of 2025. Development of the Second Action Plan under the National Plan will start shortly.

Purpose of the update

This point in time update on efforts across the Australian and state and territory governments:

  • highlights significant efforts undertaken across jurisdictions
  • is not intended as a comprehensive account but seeks to demonstrate the breadth and depth of commitments and actions, highlighting key examples
  • was prepared to inform the Council’s report to National Cabinet on progress against the Rapid Review
  • incorporates inputs from all jurisdictions and a number of relevant ministerial councils.

How to read this update

The update is organised by theme, with a case study for each theme. As a priority, the Australian and state and territory governments are implementing measures announced at National Cabinet on 6 September 2024. The update also refers to some efforts that started before the Rapid Review as their delivery forms a critical part of the government's response.
