Indigenous representation in the Commonwealth public sector

In March 2015, the Government announced a new target of 3% Aboriginal and Torres Strait Islander representation in the Commonwealth public sector by 2018.  To monitor progress against the target, Aboriginal and Torres Strait Islander representation is reported publicly by agency on the Department of the Prime Minister and Cabinet’s website and in agencies’ annual reports.

A model for agency-level targets was endorsed by the Secretaries Board in June 2014. To achieve 3% overall, agencies with higher Indigenous representation were asked to nominate a stretch target or maintain their Indigenous representation. All other agencies are required to achieve a minimum target of 2.5%.

The table below shows Aboriginal and Torres Strait Islander representation by agency at 30 June 2018, and includes agency targets. These targets were reviewed as an agency’s Indigenous representation increased, to ensure they remained relevant. The data comprises all types of employees, including casual employees, but excludes independent contractors.

The representation of Aboriginal and Torres Strait Islander employees in the Commonwealth public sector at 30 June 2018 is 2.9%, up from 2.2% at the first reporting period at 30 June 2015.

Since 2015, the number of Aboriginal and Torres Strait Islander employees has increased by 24.9%, from 6,879 employees to 8,593 employees at 30 June 2018. This is an achievement given the number of Commonwealth public sector employees has decreased by 7,765, or 2.5%, over this same period.

To support agencies in achieving the target, the Australian Public Service Commission worked with the Department of the Prime Minister and Cabinet and Commonwealth agencies to develop the Commonwealth Aboriginal and Torres Strait Islander Employment Strategy. The Strategy sought to increase Indigenous employment within the Commonwealth public sector and set out actions agencies could take to help them meet the target. An evaluation is currently underway to measure the success of the Strategy. Findings will also inform future arrangements for consideration in the Australian Public Service diversity and inclusion agenda.

While progress is encouraging, a sustained effort is required in order to continue growth in Indigenous employment beyond 2018.
