The Queensland Department of Premier and Cabinet advises that a State Funeral Service for Sir Leo Hielscher AC at 2 pm on Thursday, 28 August 2025 at Brisbane City Hall, 64 Adelaide Street, Brisbane City, Queensland.
Sir Leo shaped modern Queensland’s economy and was a state-builder who served the people of Queensland for close to 70 years.
During his time in public service, he served as Queensland’s Deputy Under Treasurer and Under Treasurer, reporting to 10 Premiers and 15 Treasurers across the political spectrum. Sir Leo led the establishment of the Queensland Treasury Corporation (QTC) in 1988. He went on to become the QTC’s inaugural Chairman, retiring in 2010 after 22 years as Chair.
Under his leadership significant Queensland projects were delivered, including the Queensland Cultural Centre at South Bank, the Gateway Bridge (later renamed in his honour), the 1982 Commonwealth Games and World Expo 88, creating a legacy for the state of economic, infrastructure and tourism success.
Sir Leo’s vital contributions to the growth of Queensland across many industries won him recognition at the highest levels. He received the Knight Bachelor in 1987 for his outstanding and distinguished service as an Officer of the Crown. In 2004, he was appointed a Companion of the Order of Australia (AC) for service to economic growth and development, to business and finance, and to the community through strong support for major arts, cultural, sporting and charitable organisations.

As a mark of mourning and respect, the Australian National Flag should be flown at half-mast all day on Thursday, 28 August 2025 in Queensland only from all buildings and establishments occupied by Australian Government departments and affiliated agencies. Other organisations are welcome to participate.
- When flying the Australian National Flag with other flags, all flags in the set should be flown at half-mast.
- If a set of flags includes the flags of other nations, it would be appropriate to seek permission from the diplomatic representatives of that nation to half-mast their flag.
