This working paper formed the basis of an address to the Department of the Environment and Water Resources Workshop “The Economics of Heritage: integrating costs and benefits of heritage into government decision making” Canberra, 11 October 2007. The paper provides an example of the application of cost-benefit analysis, in this case to historic heritage regulation.
